for someone who's just starting with solidity, what would be the better option?

foundry or hardhat

(written smart contracts before, lost touch and starting from scratch)

is that the only difference? or does foundry have something else "better" than Hardhat?

Start with foundry right away. To me just writing test in Solidity is a game changer.

Foundry for sure, the suite of tools is amazing
