Deutsche Bank's Layer 2 is being built using ZKsync technology. Almost instant transactions, cheap, and secure. --> However, Deusche Bank will allow to choose specific transaction validators while giving regulators special access to monitor money flows. So it won't be that 'decentralized' as we think it might be. --> Deutsche Bank is the 9th largest bank in Europe.
