The OTC round is more similar to the (3,3) model. It requires more bargaining with the project party than the KOL round. Both sides stand on the (3,3) win-win situation, but (-3,-3) is not necessarily a lose-lose situation. It may be that the project party wins and you lose.
Often the routine is like this. For some old coins/coins with low volume, the project party has difficulty in shipping. They only need to spend a small amount of funds to pull 2-3x, and then sell the coins to KOLs at a 50% discount, which is a disguised way of shipping.
