Hub Sync Issues

Earlier this week, Warpcast's hub stopped broadcasting for ~ 12 hours.  Here's what happened:  

1. Warpcast runs many hubs but writes to one at a time.
2. That hub lost all connections (possibly due to AWS outage) 
3.  Reconnecting failed due to a bug introduced by recent libp2p upgrade
4. Alerting was not set up to catch this case

We're taking the following steps: 

1. fixed the bug with reconnecting
2. added multiple forms of alerting to handle these cases 
3. rebroadcasting all messages during the downtime so they sync to other clients

Is there a timeline for all of the messages to be rebroadcast?
