Sudan now has two Governments, after the RSF established a parallel government in areas under their control. Sudan is currently facing a civil war between the Sudanese Armed Forces and the Rapid Support Forces paramilitary. Libya also has two Governments.

At this point, "having one unified government" is basically vintage behavior....real nations nowadays are like, "Bro, if you don’t have at least two governments fighting over who gets to ignore the people's suffering, are you even sovereign?"
