how to allow SassyHash via "anonymous" mixer and zk accounts?

right now, if you copy-paste someone else's sassyhash and cast it, it doesn't decode. the caster has to encode it first. otherwise, breaking the code is as easy as copy-paste-cast

this makes it hard for copypasta to proliferate 

this makes it hard for anonclient devs to include a sassy anon option

@woj.eth @anoncast do I have permission to provide a per-sassy toggle to allow your anon accounts to encode?

users: is it clear that toggling this on means ANYONE ON THE INTERNET can recast your sassyhash and make it decodable?

not yet. maybe it can work easily with some security tradeoffs?
