New notification on Warpcast: casted for the first time in a while

- For people you already follow, we will send you an in-app notification if the first time they cast after a few weeks (or months) away

- Goal is to help people re-engage people who are popping back in to FC to check things out

- Plan is to have several big moments in the next few months that will bring people back; might even have a couple next week

I kind of considered this platform to be for those seeking high quality conversation, altruistic devs in a non-profiteering environment.

As a marketer I think FC is monopolizing its niche among power users.
