When the actual controllers or operators of a decentralized social network can be controlled by any government, is this network still truly decentralized? Should we consider building an open social (graph) network without any operator, like Bitcoin?

In other words, among all the decentralized social networks currently in existence, which ones have an underlying design that ensures that even if the actual operators (such as protocol and application founders) are controlled by the government, no one would have the ability to shut them down?
