How can we understand someone has allowance or not

I have 10k $fomo in wallet, plus some staked. 

Do I need to receive a tip too in order to enable allo or just wait?

Question: 'Tip allowance', is that daily? And these 30k allowance we now get from recasting frames are like 'extras'?

And how are the points calculated?
