I just noticed this setting on the OnePlus Open. I don't think I've ever used it but it's kind of a cool concept.

Would actually be more useful if you could combine LTE and WiFi

I had a friend that managed to have this in a mobile years ago.. with the passwords of all well-known wifis in the town.. that guy got free wifi in all the town.. 

guessing that necessity makes the difference.. that guy had no resources to pay for monthly card mobile connection..
