we've increased the gas target on @base to 5 mgas/s fees are declining quickly and expect them to stabilize lower — though there may be increased demand! our long term goal is to achieve 1 Ggas/s (400x!) and we'll be sharing more on our path in the weeks ahead

The gas target is how many transactions (and their gas) can go into a block before the base fee starts increasing. Higher gas target means fitting more tx capacity at the base fee.

Ultimately, these fine tunings are expressed in the avg tx cost and there are sites to see that side by side. Don't see it on L2Beat, though. https://l2beat.com/scaling/activity.
