New tx spec draft: - Transaction URLs receive a POST with the Frame message - Updated tx data response format - Format for onchain attribution using calldata tags Thanks to everyone for input. We're still actively working on this and continued ideas and feedback are welcome!

This existed in the form of gas refunds. Removing state significantly reduced the gas usage of a tx. It was removed, in part, because it created some bad incentives. E.g. gas tokens - where tons contracts were created when gas is cheap with the sole purpose of being destroyed for a refund when gas is expensive)
