MEV implies extracted at the cost of others to get the maximal. This can be "damaging" due to toxic front-running and lead to proposers being penalized (as seen in Solana) Strategic EV does not focus on the maximal. For example proposers accepting blocks with less possible EV but with the goal of avoiding toxic front-runs.
