Yeah, tbh I generally find any definitive statement on engineering flows/practices to always be a bit of a meme in itself. Agile is unfortunately the lesser of many evils when it comes to large/enterprise companies; the poor examples of it I see are at startups who are trying to compensate for poor inter-team comms.
