let's say i have a piece of land in latin america... what is the best way of taking an overcollateralized onchain loan against that land?

Depends. Assuming the land registry is NOT on-chain, then you will probably have to have land held by SPV. And for the SPV, it will depend on what country you are in. Is land ownership real ownership or leasehold? Is foreign ownership possible? Each LatAm jurisdiction is different.

The land registry is not onchain. Are there any land registries that are? Real ownership of the land. Best jurisdiction to put the land into an SPV? And who will then tokenise the spv and issue a loan against it?
