Don't you have separate powers? If the judge has said it is blocked, the president should not be able to change it.

We're supposed to, and I agree. But Trump has demonstrated time and time again that the rules don't apply. Tbd if the Roberts court has a spine, but even if they find one we'll likely get another "John Marshall has made his decision; now let him enforce it!" moment.
