Are they actually cowboy boots? If so it's probably just fashion.

If it's a mix of riding boots, pull-on work boots, cowboy boots and just western-style boots, it's a coincidence of folks who don't like tying their shoes.

Last time I was in a city, I noticed that western boots in general seem to be in fashion. So maybe that?
