UPGRADES IN BABBAGE TESTNET 

@linera_io Babbage testnet has kicked up carry along the core upgrades done after the successful work from phase 1.
Quick overview on Linera is that Linera is an L1 blockchain, it is fast and can scale as per the demands of its users.
The network is leveraging microchain technology to make dApps part of the system by giving them ability to have their own set of blocks. 
The upgrade in the testnet phase 2 is to make binary large objects (BLOBs) storage to optimal performance allowing immutable data sharing between microchains to enable easy application deployment.

Validator can now have easy configuration to easily get onboard on the network.
The block structure is now EVM friendly for the block header now can support EVM signature wich is a good ground for cross-chain compatibility for Linera network.
