Across societies, people have understood the police is to maintain law and order for the highest bidders.

They protect the system not citizens. Have a bunch of police friends who tell me how it works. Eg. There are cases where they instructed to shoot on sight anyone who attempts to get into parliament when silent laws are passed. And it's approved by the minister of citizen protection.
