If communication is impossible, then violence is the answer. 

1. NATO is stopping peace talks with Russia because they like war. So because Russia is not able to communicate so they choose violence.

2. Israel sees Arabs (Muslims) as subhuman primates, and this position is not communicable. So the Arabs have leaned toward violence.
