I’m skeptical about the idea of any one moral improvement, aka One Commandment, as a sufficient pre-condition for a new startup society. The quality of the moral improvement seems key here.

Hard to justify all the pain and effort that go into starting a new country unless the One Commandment is a  significant perceived departure from, and incompatible with, existing moral conditions

“24/7 internet bad”, “carbs bad” for example just don’t sound ambitious enough. These groups would have litte trouble carving out space for themselves within existing societies with little to no friction.
