Nouns have much lesser capital now and a lot more treasury nouns to share out for experiments. Think of it similar to how cash poor, equity rich early stage companies - explore and execute scrappy experiments.

If reason is ad hominem then that vwr is a waste of time and poor governance. People can speak up around the year if they have strong judgement on a certain prop execution or proposers.
