so for you to have allocating villagers but have 0 score, you must have stoked fire when you didn't have any food to feed your villagers?

I think you may have misunderstood how it works. You have to feed your villagers every time you "stoke fire". If you don't have enough food then your current villagers die. So you want to make sure you're ready to "stoke fire" when you do it.
