The head of snake was formed on Ketu for vision. Rahu worshipped lord Shiva, and Ganpati has the similiar story of his head chopped off and afterwards getting a head of an elephant. Lord shiva blessed Rahu with the body of snake and Ketu with snake head.

ahu and Ketu are shadow planets. They do not have any solid form and can neither be seen with the naked eye or binoculars. According to Hindu mythology, the head of the snake is called Rahu and the tail of the snake is called Ketu. They both are located 180 degrees opposite each other and never meet together.
