@antonio brought up a good point about how web2 frames were spammy. What's to stop web3 frames from also being spammy?

If Farcaster plays out to its fullest potential I would assume different clients will find different solutions for filtering that spam for there users. And you can chose the client that aligns best with the experience you want to have. At least that's the potential I see in an open protocol.
