anyone know why the poidh RPC on Base would be returning "http request failed" only for users in Nigeria? US users seem to be fine, but have had a ton of issues with Nigerian users not being able to submit a transaction

I mean yeah that's last resort but I'd rather figure out why the main Base RPC provided for me by Coinbase doesn't like Nigeria
