Is there a wallet-specific randomizer tool people are using?

e.g. given a list of wallets, randomly select one or a few

imagining this to be onchain so anyone can check/validate

Hmm good q, you could use a verifiable random function through chain link to pick through a list. 

Not sure if one already exists. But randomization is a problem on chain because of its deterministic nature.
