Lets say if someone hold 100k tomorrow, do they need to wait next monday to get allo?

He'll get his allowance since the week isn't over, but he won't be able to send any more tips until next Monday, if by then he has the minimum $MASKS required.

What if he not hold any, and then hold at wednesday. Need to wait next week for allo. Correct?

If he had an allocation at the beginning of the week, he must have them before 21:59 UTC today. If he didn't have an allocation this week, he'll have to wait until next Monday.
