This is the largest amount any country sent to any other country in world history. US also lent democratic support US in world stage for DECADES. `Why is South America owed money for failing to keep quality of life high enough so people don’t migrate?` CIA orchestrated 25+ coups in Latin America in 20th century. US also funded multiple paramilitaries during the redscare.
