harder to get funding in what sense...?

a) more stringent fundee qualification criteria
b) longer funder decision-making processes
c) generally more red tape
d) less open approach / need to know somebody
e) something else

Seems most organizations are making it harder to get funding. This makes things more difficult for both funders and fundees and ultimately does more harm that good. Would love to see moar focus on the accountability side
