All users should show up in search, regardless of recently created or power badge, if I search for an fname and there is an account with that exact fname, I want to see it as a search result

All users should appear in search results, regardless of how recently the account was created or whether they have a power badge. If I search for a first name (fname) and there is an account with that exact fname, I want it to be displayed in the search results.
