yeah was looking at that as well, out of the 8840 that had active_badge, only 1654 have the power_badge

exactly. ~48.7% of the users that have power_badge didn't have the active_badge. 
i think more inactive users will get the power_badge and less users that had the active_badge will get a power badge. will keep monitoring this week
