This entire area may be amenable to a “fintech on frontend, blockchain on backend approach” as per crypto.

Fintech on frontend: build modern user interfaces to these systems so you don’t need to keep re-entering data.

Blockchain on backend: large online communities establish crypto passport reciprocality.

That is — the entire area of passports, residency, travel, immigration, visas, identity, etc is a regulated mess.

But so was currency.

If you could get cryptopassport reciprocity between large online communities like Ethereum and Solana, like an ENS/SNS bridge, that’s a new model for diplomatic relations.
