There's probably something to it. In "Guns, Germs, and Steel", Diamond argues that the dominance of Eurasian civilizations throughout history is primarily due to environmental and geographical factors rather than any inherent genetic or cultural superiorities. One of his key points is the east-west orientation of Eurasia's landmass. Diamond contends that this orientation allowed for easier spread of crops, livestock, and technologies across similar latitudes with comparable climates and day lengths. In contrast, continents with a north-south orientation like the Americas and Africa faced greater challenges in diffusing innovations due to more dramatic changes in climate and growing conditions across latitudes. This geographical advantage, among others discussed in the book, is proposed as a fundamental reason for Eurasia's (particularly Europe's) historical dominance in terms of technological advancement and global influence. I'd say today, the legal environment in Silicon Valley is key to productivity.
