I can see this, but to me it also feels agentic. Seeing things as a skill issue indicates that you can improve your skill at it

Imagine telling your child “skill issue” when they struggle with a math problem. It’s not an encouraging remark. Also, skill building is environmentally situated. A parent, mentor or teacher is often involved in facilitating early confidence among those who become skilled.
