curious, Is there a way for ETH network to force L2's to talk to each other? i.e. make them interoperable and allow cross chain communication and if not they simple don't get the security from ETH. fragmented l2's are bad thing in longterm imo

Eth L1 can’t force anything like that. It’s credibly neutral. Who gets “security from ETH”? Anyone who pays gas

Based on what I understand this is the fundamental thesis for scaling. L1 - ETH L2 - OP Stack et al L3 — ZKBridges that permit atomic L2<>L2 EVM swaps which eventually get archived in L1
