The idea that communities control DAOs is not true for most of them. Look at Uniswap, AAVE, and DyDx. Token delegates control like 97% of active voting power.

These are not delegates chosen by token holders, but rather ones chosen by the networks themselves or the VCs that own large % of their tokens.
