The standards and protocols around 3d printing seem to have no centralized entity controlling it. But there is seems to be a consensus among all players in the industry. 

There is a 3D printer for every budget from -150 dollars to tens of thousands of dollars 

The YakRover should have an aspirational goal like the RepRap and Makerbot 3D printer projects which largely seem to have set the standards around it by open sourcing everything they did.

Once there are enough open-source rover designs there should be a site like Thingiverse and other sharing platforms where build their custom rovers and share designs and code
