For 80 years, the United States has embraced the idea of a stable and predictable global order, in which America's Allies have integrated national security and government finances into a system dominated by the United States.
America's Allies see no risk. As a result, the US has been able to access low-cost financing and establish the dollar as the world's reserve currency, because the US is a predictable host, surrounded by Allies, and has good debt service capacity.
The United States weaves a network of Allies through loans, grants, security guarantees, military bases, and defense sales that establish the global order and rules that solidify America's position as the world's richest nation and indispensable power.
