We want some things to be easy and some things to be hard:

It should be hard to introduce a bug in a supermajority of clients.

It should be hard to coordinate a consensus change in a supermajority of clients.

It should be easy to experiment with new ideas and cryptography, stage 0 and 1 rollups are perfect for this.

If we put consumer contracts in consensus code, then we get consumer contract bugs breaking consensus.
