lol, thanks Fer, I was always told it means gang territory like marking your area or a murder happened there, or drugs. Something bad. I composited this though from some shoes hanging on a telephone wire at the end of my street mixed with a  image taking at night at the beach.

Thanks for sharing! Pretty interesting back story.
People do this in Brazil as well but I am not sure if it means the same.
