Non-English Twitter doesn't really overlap with terminally online English-speaking Twitter (which is mostly American coastal elites).

As someone right there in that overlap that's quite funny.

true that the communities/cultures are totally different.

not true they can't happily co-exist in the same client, and protocol. 

in an ideal world I'd be able to cast both in all the languages i speak freely.

ah yes - its because these channels have explicit offerings of being rewarded for participating in, and so the bots flood it 

something to be aware of when choosing what kind of experience you want from this place...

its not ironic at all . it makes perfect sense. there is offerings of free money to be had; therefore the bots get deployed to try to prey there.
