Whats a higher probability: WW-III is between rising(China/Russia & allies) and declining (US/Europe) nation state powers or Between an entirely new form of governance (e.g., a network state) and a coalition of Westphalia nation-states?

The latter, at least on a longer timeline Demographics will collapse much of China's and Russia's ability and willingness to conduct WW-III in a decade or so, but the conflict between new governance and nation states is on a rising trend Technology that allows a smaller Russia/China to conduct WW-III also enables new governance to challenge nations, like the Houthis
