1.3% of workers and dropping are on federal minimum wage. My question is, why would this ever come up as a topic with such an insignificant portion of the population being affected?

It's likely because the current min wage is so low. A much larger % of people are making less than what it would be if it kept up with inflation, so raising it would have a much greater impact than just on that 1.3%.
