Truthfully it isn’t yet. It is a proper L2 built on the OP stack, but a better descriptor would be decentraliz*ing*.

I'm skeptical - the incentive to decentralize isn't clear, coinbase is a publicly traded company that makes healthy amounts off their centralized sequencer
