A 가 B에게 줌 : B 수취
B 가 A에게 다시 줌 : A 수취
* B 가 최초에 자격이 있었으면 B에게 주고 또 줄 수 있음.
* B 가 자격이 없었으면 A 가 주면 자격 생겨 1명에게만 줄 수 있음
