Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

I would invest it into our Creator Fund, which was made to support new creators coming onchain to @base. One day soon, we will be able to fund creators with micro grants, which will make the world a little brighter with their creativity.
