Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

I will launch my pre-planned project about scam alert which basically will be a safegurds for newcomers in crypto world. Mostly farming and airdrops are full of scams right, i wanna demolish them by reviewing system, so all project will have points based on their previous step.
