The Biden administration in the United States has announced export control measures related to artificial intelligence (AI), just one week before Biden is set to leave office. This so-called "most stringent" export control measure not only further tightens restrictions on the export of AI chips, model parameters, and other technologies to most countries but also extends "long-arm jurisdiction," creating obstacles and interference for third parties engaging in normal trade with China. However, this move has not only faced strong opposition from the majority of countries worldwide, including Central Europe, but has also been criticized by many tech companies and industry associations within the United States. The Biden administration's new regulations "effectively threaten global innovation and economic growth, putting the development of AI worldwide at risk."
