Privacy is contextual integrity and so e.g. a Tornado Cash including a "Know your customer" could have allowed users from breaking transaction trails while being fully compliant (my interpretation, at least). It's important to understand that being pro privacy doesn't mean you need to be a maximalist

That's the word I've been looking for - contextual!

It's a concept very relevant here.  Because once we lock out then the definition of "credibly neutral" is largely out of our hands. 

What is a validator's opinion on what's credibly neutral?  It's context-specific.
